CDBG PROGRAM

The purpose of this program is to assist in the provision of safe and decent housing for owner-occupied lower income families, in neighborhoods with the greatest concentration of lower income households. Such assistance shall consist of physical improvements to the dwelling unit and the site upon which the dwelling unit is situated. To that extent, not only does this program improve the condition of a housing unit, this program extends the longevity of the unit, eliminates blighting influences within the neighborhood, and stabilizes the existing real estate tax base of the city.

CDBG Programs available for low income families

Property must be located within the city limits of the City of Pekin.
$20,000 limit on all CDBG projects.
Household must qualify under HUD's income guidelines.  2009 Income Limits

Back Water Grant                    $1,500.00 limit

Rehabilitation-CDBG:
5 year-forgivable loan            $1,000.00 to $2,999.99

Program Administration

The program is administered by the City of Pekin’s Planning & Development Department, 111 S Capitol Street, Pekin, Illinois. The Department will be responsible for processing applications of prospective rehabilitation recipients, conducting housing unit inspections, necessary drawings, rehabilitation cost estimates, and bid packages.

If an applicant should want to appeal any decision of the Department, the applicant shall make such appeals in writing to the Program Manager/Community Development Coordinator and then to the Planning/Development Director.

SINGLE      FAMILY      OWNER-OCCUPIED      REHABILITATION      (SFOOR)      HOME      PROGRAM

Property must be located within the city limits of the City of Pekin.
$40,000 limit on all SFOOR Projects (plus some dollars from the CDBG Program)
Household must qualify under HUD's income guidelines:

The minimum amount of SFOOR funds is $4,000.00 per unit
The maximum amount of SFOOR funds is $40,000.00 per unit

        Loan Terms                    
        Forgivable Loan                $4,000.00 to $14,000.00 - 5 year term
        Forgivable Loan                $15,000.00 to $40,000.00 - 10 year term
