Developmental Programs

Pekin TIF1 District consists of 99 acres.Pekin is always on the lookout for new and thriving businesses to take root in our community.  That’s why we have four developmental programs available for new commercial construction and rehabilitation projects within the City.

Please keep in mind that any new business ventures must be compatible with the City’s planning goals and objectives as well as residential interests. Tax Increment Financing (TIF)

The City of Pekin operates and administers one distinct Tax Increment Financing Districts (TIF). The district was established in 1986 and was extended through 2011. TIF 1, situated in the City's core downtown business area consists of 99 acres.

Pekin Area Enterprise Zone (PAEZ)The Pekin Area Enterprise Zone (PAEZ) covers approximately 11 square miles.

The Pekin Area Enterprise Zone (PAEZ), jointly managed by Tazewell County and the City of Pekin, covers approximately eleven (11) square miles and is ideal for industrial and commercial uses.

Facade Grant Program

Designed to dress up storefronts in the downtown historic district. Entire ground floor of structure must be devoted to commercial use to be eligible.

Commercial Retail/Upper Story Housing Loan Program

Another effort to help revitalize our historic downtown district is the Commercial Retail/Upper Story Housing Loan Program. Again, at least the entire ground floor of structure must be devoted to commercial use to be eligible.
