Code of Conduct

Literally every sentence in Pekin’s Building Code has been written, rewritten, scrutinized and challenged by professionals from all segments of the construction industry. Any particular provision in the code can be traced back to events which cost lives, excessive property damage, construction problems, or design difficulties. Changing technology impacts the codes as the uses of buildings change and new ways of building emerge. The City of Pekin recognizes and has adopted the latest editions of the International Code Council and the National Electrical Code books as the basis for our codes and inspection guidelines.

The City Council of Pekin has adopted as law these Code Series for several good reasons:

  • Assuring a certain level of public safety, similar to providing for police or fire protection.
  • Protecting neighborhoods from poor construction that can become a blighting influence in the future.
  • Protecting property values by controlling blighting influences.
  • Protecting property owners from poor construction that will cause declining property value.
  • Protecting businesses from excessive loss of income after a disaster by limiting extent of damage.
  • Protecting jobs by protecting businesses.
  • Protecting the City Administration from lawsuits, ultimately paid by the taxpayers.
  • Securing a basic level of quality in the construction environment – affecting the quality of life.
  • Presenting a quality – conscious image outside Pekin – attracting investment and jobs.

This list can go on and on but one simple concept threads its way through all of these statements: A SAFE, QUALITY BUILT STRUCTURE IS IN THE BEST INTEREST OF ALL PEKIN RESIDENTS.

This is why we need building codes and guidelines. The enforcement of the codes and compliance oversight is why the City of Pekin Inspection Department exits.
