Veterans Drive

In April of 1996 the VFW Road Corridor Study was completed. The project was initiated by IDOT to look at the viability of Route 9 traffic being diverted to the VFW corridor. At that time the State couldn't’t justify that change. Recently they may be taking another look at that. The Corridor Study recommended that the alignment closely follow the existing VFW Road from Route 29 east to Towerline Road. Since that time, the City has acquired several properties as they have become available for right-of-way for the proposed improvement in that section. In February 2001, a Phase 1 Study of this section of the corridor began and is nearing completion. An informational meeting was held June 6, 2002 showing the preferred alignment for the improvement.

With the input received at this meeting the alignment was slightly altered to address the concerns of affected property owners. The Intersection  Design Studies (IDS) are being prepared at the 14th and Route 29 intersections. We are currently negotiating with FCI-Pekin to obtain the necessary right-of-way from that facility. The City has requested $9.9M in Federal Dollars as a part of the next Federal Transportation bill for engineering and construction. Unfortunately due to significant cuts in the budget, it appears that we will only be receiving a relatively small percentage of that request, As a result of the lack of funding, the construction timetable for this project has been pushed back.

Veterans Drive Commercial Drive to Court Street

This section also evolved from the 1996 VFW Road Corridor Study. Two alignments were presented for this section with the direct route from the Mall Road/Veterans Drive intersection southwesterly to the Towerline at VFW Road intersection being the preferred alignment. In 1999 PPUATS the City received 60% (FY 2006) Federal funding from PPUATS for the construction of this section.

In 2000, that funding was increased to 70%  (FY 2005) Federal on the eligible portions of the project. The City’s MFT fund was used for the local share of the project. With the ongoing renovation of the Mall as well as the April 2004 opening of the Super Wal-Mart on the east side of Veterans Drive, we designed  a  major intersection (to include traffic signals) onto this section of Veterans Drive. The construction schedule was accelerated to 2003/2004 due to the development in the area.  A contract was awarded in early August and this  section of roadway opened to traffic in November of 2003. The traffic count on this new roadway was approximately 9,900 in July of 2004, up from 5,000 on Mall Road just a year earlier.

Veterans Drive & Court Street to Broadway

The construction of the extension of the Northeast Interceptor along the old railroad right of way and in Veteran’s Drive was completed the summer of 2002. Construction bids for Veteran’s Drive were opened for this section of roadway on June 14, 2002, and the contract was awarded to R.A. Cullinan and Son, Inc. 2002 construction consisted of the installation of the drainage structures and the grading for the roadway. This section of roadway opened to traffic in September of 2003. The traffic count on this new roadway was approximately 4,700 in July of 2004.

In 1997, a preliminary Corridor Study was conducted on the extension of Veterans Drive from Broadway to I-474. The section from Court to Broadway was established as the highest priority. With construction underway on the Court to Broadway section, the City Council has established this as a priority to continue.

The City of Pekin, with the support of the Village of Creve Coeur  received approval of a request through PPUATS for an “Illinois Tomorrow” grant to expedite the Phase 1 and Land Use Planning of the Veterans Drive Corridor from Broadway to I-474 (and north ½ mile to Fischer Road in Creve Coeur). The City of Marquette Heights has also expressed support for this project. Two presentations of this Land Use “work in progress” were made to the Pekin Planning Commission. A Public Meeting on potential alignments of this section was held October 10,2002. The attendance was good and there were informative comments received by property owners, proponents of the corridor, etc.

Congressman LaHood has secured $500,000 in National Corridor Planning and Development  (NCPD) funds for the Phase 1 Study (including Interchange Justification Study) from Broadway to Interstate 474. This study began in the Fall of 2003 and will be completed in early 2005.

Veterans Drive North (Section 2) Route 98 to Interstate 474

This section was also a part of the preliminary Corridor Study was conducted on the extension of Veterans Drive from Broadway to I-474.  This section has the most topography and environmental concerns. The connection to the interstate is an important link for Pekin.

Veterans Drive @ Interstate 474 Interchange

When Interstate 474 was constructed there was property acquired for a potential interchange along the east side of Marquette Heights. During the development of the Veterans Drive Corridor it has always been the intent for this to be the northerly terminus of Veterans Drive. As we investigate the northerly alignments of Veterans Drive, there is now the possibility that the ideal location of the interchange could shift slightly to the east. The ideal location continues to be evaluated. Although property is there for an interchange, the approval to actually have an interchange was never granted. We are in the preliminary phases of pursuing that approval process. The interchange evaluation is being coordinated with IDOT.

Related Projects:

In anticipation of this corridor development, traffic signals were installed and geometric improvements were completed at the Veterans and Court intersection the Spring of 2001 as a separate 70% Federally funded PPUATS project.

The need to widen Broadway from Schramm Drive to the new Veterans Drive is now being considered a related part of this overall project. This project (City of Pekin and Tazewell County) has received 2008 (Construction)  Federal Funding through the PPUATS organization, and engineering work should begin shortly. The Intergovernmental Agreement was completed between the two agencies in July 2004.
